How can you vote in the Belgaum Lok Sabha election if your name is not present on the voter’s list?

Belgaum News: Lok Sabha elections in Belgaum is on 07 May 2024 and people are searching for their name in the voter’s list. There are some people whose names are not present in the voter’s list or are deleted, so are they not allowed to vote?

That’s not the case. If your name is deleted, you can still vote if it is present in the ASD list.

What is an ASD list? Absentee, Shifted & Dead Voter List. All you need to do is on election day, you need to go to your polling booth and check with the presiding officer if your name is present in the ASD list or not.

As per the presiding officer’s handbook 18.1.2:

  • In order to prevent impersonation at the time of the poll, the Commission has directed the following procedure – 
    • 18.1.2.1: A list of ASD voters should be prepared at the polling station and it should be ensured that each Presiding Officer should be provided with a separate list of Absentee, Shifted, and Dead electors (ASD List).
    • 18.1.2.2: On the day of the poll, in order to cast one’s vote, the elector, who is on such list, shall have to produce EPIC for his identification or any one of the alternative photo documents, if permitted by the Commission. The Presiding Officer shall verify the identification document personally and the details properly registered by the polling officer concerned in the Register of Voters in Form 17A.
    • 18.1.2.3: The First Polling Officer shall inform the Polling Agents about the ASD elector who has come to vote by reading out his/her name loudly.
    • 18.1.2.4: A thumb impression of such electors shall also be obtained in addition to the signature against the column of “signature/thumb impression” of the Register of Voters (Form 17A). The thump impression shall be in addition to the signature even in the case of an elector who is literate and can sign.
    • 18.1.2.5: A declaration shall also be obtained from the ASD electors in the format in Annexure 16.
    • 18.1.2.6: The Presiding Officer shall maintain a record and give a certificate at the end of the poll (to be kept with Form 17A for scrutiny) that so many electors from the list of absentee and shifted electors were allowed to vote after proper scrutiny.

Show them your EPIC number, the polling officer will register your identity on the counterfoil of the ballot paper and you will be able to cast your vote.

“Thumb impression of such electors shall also be obtained in addition to signature against the column of signature/thumb impression of the counterfoil of the ballot paper. The thumb impression shall be in addition to the signature even in the case of an elector who is literate and can sign,” the State Election Commission said in a statement.
