The Smart City Project was officially launched on 25th June ,2016 in Belagavi. The Belagavi Smart City Project represents a transformative journey towards creating a modern and sustainable urban environment. The City of Belagavi has undertaken a series of project which aims to improve the quality of life for the public while embracing the principle of innovation and sustainability.
Belagavi City was selected as one of the 100 cities in the country to participate in the Smart City project in the year 2016. Belagavi has been selected in the first phase out of 20 cities as a smart city under PM Narendra Modi’s flagship Smart Cities Mission Smart Belagavi.
The Ministry of Urban Development (MoUD), Government of India has initiated the Smart City Mission and selected Belagavi city to be developed as Smart City. Under the Smart City Scheme, the government has emphasized to improve the basic civic amenities of the cities on one hand and the provision of modern technological advances for ease of living on the other hand.
The Smart City Proposal for Belagavi envisions implementing a number of projects divided into Area Based Development projects and Pan City components. Solar Rooftop PV project on roof top of Government buildings under PPP mode is one of these components.
However, a Fund to the tune of Rs 400 crore were received in September 2016 and Smart City works commenced under Belagavi Smart City Limited only in December 2017.
As on August 5, out of the Rs 1,000 Crore approved for the project for its development, 40 projects worth Rs 645.17 crore are ongoing, two projects worth Rs 10 Crore have been tendered out and five projects worth Rs 250 crore is at the Detailed Project report stage.
Belagavi’s Development Story: A City Evolving With Time.
Belagavi has emerged as a dynamic hub of growth which blends its rich heritage with modern advancements. The Belagavi Smart City Project has played a significant role in reshaping the city by implementing road networks, developing educational institutions, IT parks etc. It paves a way for ensuring a better quality of life for the residents of Belagavi City.
1. Development of Educational Institutions-
Belagavi is also an important educational hub, consisting of eight engineering colleges, five medical colleges, and some dental colleges across the city and district. From the late 1970s onwards, Belagavi began seeing a substantial increase in the number of professional education institutions.
The establishment of the Visvesvaraya Technological University in 1998, with the affiliation of more than 208 engineering colleges, raised the importance of Belagavi as a centre of education in Karnataka.
2. Implementation of Defence Training Centre-
Belagavi’s salubrious climate, proximity to the coast and strategic position near Portuguese Goa commended it to the British as a suitable location for an army training centre and cantonment, which it continues to be today for the Indian Armed Forces, along with an air force station of the Indian Air Force. The Commando course at Belagavi is mandatory for all infantry officers. Officers of other arms and services and even some foreign officers undertake the course.
The Construction of Building for Command-and Control centre at CTS No. 3933/A3 Vishweshwaraiah Nagar in Belagavi. In between the military hospital and the commando training centre there lies the eminent Belagavi Military School, established in 1945 spread over an area of 64 acres.
3.Construction of Smart Roads-
Under the Belagavi Smart City, Construction of Two Smart Roads at KPTCL & Mandoli Road in Belagavi have been made for the development of the city.
4. Development of Parks-
The Development of Parks at Mahabaleshwar Park, Chikku Baug Park, Mahalaxmi Temple park, Police Colony Park & Sarathi Nagar Park in the City have been developed under the initiative.
5.Upgradation of City Library-
The Upgradation of Government City Library into HI-TECH Digital Library at Shahapur, Belagavi have been developed and an Up-Gradation of Government Library into H—Tech Digital Library Phase-I- have also been upgraded in the city.
6. Development of Health Care –
The Construction of 10 BED Hospital and PHC AT Vadagaon and a Construction of 30 Bed Maternity Hospital at Vantmuri have been developed in the city of Belagavi.
7. Development of Parking Areas-
The City Project provided Parking for Private Buses at Cantonment Property opposite to Railway Station have been constructed.
8. Development of the NMT Hawker Zone-Mahila Market In Belagavi City-
Under the Smart Cities Mission, Belagavi Smart City has developed a pedestrian friendly street market – Khau Katta at Goaves Circle in Belagavi Smart City. Since its development, the Khau Katta has become a major hotspot in the city. 52 shops have been developed as part of this street market.
Khau Katta is a must visit spot in the city of Belagavi to enjoy street food with the best hygiene. Women are running a whole new economy of Rs. 58 Crore. coming in next 30 years. The project now popularly named as ‘Khau Katta’ has about 56 mini food stalls serving a variety of Indian delicacies. Khau Katta is Belagavi’s first ever built attractive food and shopping hub in the street market which can be easily replicable in various markets across the city.
9. Development of Bus Shelters-
The Smart Bus shelters Phase 01 and the Smart Bus shelters Phase 02 & 03 have been developed in the city.
10.Kids Zone at Ravindra Koushik e- Library in Belagavi City –
Ravindra Koushik e- Library in Belagavi City, is in the name of Shri Ravindra Koushik, famously known as black tiger, he is believed to be one of India’s best spies ever.
It also offers facilities such as; Kids zone, Smart Digital Management, Platform Software, Central Library Server, All in one Desktops, Wi-fi units with cables and Accessories. CCTV cameras with NVR and LED TV 42-inch, smart e-books, online and offline journal repository, test preparation active e books with unlimited copies, offline downloadable, 7 rugged tablets with docking stations and mobile applications. It is easily accessible for 24*7 of library on mobile.
The Kid Zone offers cognitive learning for children aged 3 to 8 years with NCERT/ECCE/State Curriculum. It is equipped with a big screen TV, smart tablets kids’ books and cognitive materials. It’s an ideal space for schools and parents to enhance children’s learning experience. It facilitates for one and all age group of citizens.
11.Drinking Water Kiosks Phase-
Under the Smart City Project, the city has phased one new Road side Drinking Water Kiosks, which supplies potable drinking water to the public. The Project is under the convenience of public and amenities where 70 Lakhs of funds have been allocated under Area Based Development.
12.Skill Development Centre-
The Skill Development centre includes a Robo Lab – FANUC – M10iA/12 Electronic Lab, Equipment’s, CNC Turning Machine and Milling Machine, 3D Printing for Metal and Plastic Desktop Computer, LED projector and Smart Board. It also included a Trauma Centre, Smart Classroom –Phase 1 (Part- B) ICT, Smart Classroom –Phase 2 (Part- B) ICT and Digital Display Boards.
13.System Integrator for Establishment of Command-and-Control Centre in Belagavi-
The Integrated Command and Control Centre is an integral part of the Smart City Project. Additionally, by handling the exceptions and disasters, the ICCC is envisioned as the brain of city operations.
Various utilities such as water, waste management, energy, mobility, education, healthcare, and safety, can be monitored and analysed using sensors and edge devices. Services such as Solid Waste Management, Emergency Services (Ambulance & Fire Engine), Intelligent Transport System, Intelligent Traffic Management System, Intelligent Pole, Smart Water, Mobile Application, LED Street Lights (Future integration), SCADA system for water supply (Future integration) are operated and managed efficiently using the Integrated Command and Control Centre.
14.Supply, Installation & Commissioning of Traffic signal-
The Belagavi smart city have come up with a plan to install 16 new traffic Signals and for the same have floated a tender of Rs.1,99,20,000.
Installation, Commissioning of Traffic Signal and operation & Maintenance for 3 years after 2 years warranty is what the clause is mentioned in the tender document floated by Belagavi Smart City Limited.
15.Development of Mahatma Phule Garden in Belagavi City-
The development of the Mahatma Phule Garden aims to provide comprehensive facilities for uplifting specially abled children. The dedicated park is designed with Inclusiveness as the main feature which aims to ease the life of children by providing them with both indoor and outdoor facilities for therapy and recreation.
The park currently caters to 8054 specially abled students, utilizing various sensory modalities like touch, smell, sound, sight, and taste. Over 20,000 units of therapies are conducted till date at no cost.
16.Construction of Solar Energy-
Present Power demand of the city is about 40 MW and there is a shortfall in supply of about 12 percent leading to daily outage of few hours. As a process of achieving self-sufficiency in energy, a minimum of 18% of its energy demand is proposed to be achieved through on‐site power generation from solar energy.
17.The Savitri Bai Phule Centre –
This centre is developed for Specially Abled Children which consists of a therapy hall equipped with therapy equipment. The children with special needs can avail this facility free of cost. The children will be treated indoor and outdoor by specialized physiotherapist on daily bases.
18.Procurement of E-Rickshaw at Belagavi City-
The Belagavi Smart City initiative aims to remove environmental pollution in the city by introducing the E-Rickshaws.
19. Development of Kanabargi Lake-
Belagavi Smart City has rejuvenated Kanbargi Lake, which is a 7.4-acre serene oasis located on Kanbargi Road. It offers year-round water, which serves nearby fields and provides recreational spaces like a play zone, open air gym, walking paths and reading gazebos which usually attracts the visitors of all age groups.
The parks and gardens of the lake offers a dynamic space with dedicated children, with a play area and an open gym for seniors, and an amphitheatre for gatherings. It includes functional spaces, jogging and walking tracks, and green mounds, all beautifully accents with decorative footpath poles, creating a serene and active environment for both adults and children of all age groups.
This project also includes developing a Dinosaur Themed Park featuring sound enhanced dinosaurs. The park features drip irrigation, electrical work for lighting, and infrastructure such as a toilet block, guard room, gazebos and pathways.
20.Development Of Anganwadi –
In the year 2024, a total number of 200 Anganwadi building has been constructed in the city. By investing in early education of the children, the government aims to create a brighter future for rural families .
21.Development of Slum Areas-
Under the Smart City initiative, it focuses on improving the basic infrastructure of the city with the aim of uplifting the living standards of slum residents and promote urban development.
22.Installation of Sanitary Vending Machine-
Under the Smart City initiative in the city, 85 Sanitary Vending Machine have been installed and with the aim of promoting menstrual hygiene among the girls.
23.Theme Based Park Development-
Under the Belagavi Smart City Initiative, several theme-based parks have been developed in the Saraf Colony, Nath Pai, Heritage Park at Vaccine Depot with the aim of promoting engagement in the community and the Development of Patawardhan Layout Park in the City have been done.
24.Development of Shanti Nagar Garden in Belagavi City-
Belagavi Smart City has developed the Garden of Shanti Nagar in Belagavi City under the smart city initiative, with an estimated cost of Rs 8.32 crore. It mainly aims to enhance urban mobility and the infrastructure in the locality of Shanti Nagar.
25.Construction of Smart Roads in Belagavi city-
Belagavi Smart City has developed roads up to 92.84 kms within the city for the small road roads, White Topping Roads, Non-Motorized Roads and Paver Block Roads.
26.Development of Smart Schools-
Under the initiative, it provided basic facility and upgrading infrastructure to the newly developed smart schools in the region by the installation of smart classroom.
27.Vending zone with RCC roofing Storm water Drain White topping road Footpath Street lighting-
Under the Belagavi Smart City initiative, a vending zone with reinforced cement concrete roofing has been developed in the area of Belagavi. It mainly aimed to improve the infrastructure for the general public. It built a Compound wall with the main aim to approach Road and RCC Drain at Cattle Shelter, M.M Extension in Belagavi.
Belagavi’s Development In Progress:
In recent years, Belagavi has witnessed remarkable developments under the smart city initiative. There are several other projects yet to be completed in the city which includes;
1.Development of Art Gallery:
Belagavi will get two art galleries on the Vaccine Depot Grounds, under the Smart City at the Vaccine Depot Grounds in Belagavi at a total cost of ₹ 14 crore. The Art Gallery will come up at a cost of ₹ 6 crore.
It will have zones dedicated to the art of India, Karnataka and Belagavi. There will be areas earmarked for folk art, modern art and tribal art. There will also be a wing for dance, drama, jewellery, pottery, wood metal and stone work, music and musical instruments.
The objective of the Project is to develop the Art Gallery as a central information repository from where tourists and visitors from world over are able to experience and learn the social, cultural heritage of Belagavi Region, The Art Gallery development is envisaged to boost the tourist foot fall at a regional level.
2.Development of Aviation Gallery:
The Civil Aviation Gallery will have painting, installation and working models. The Art Gallery will have space for exhibition, training and discussion related to art. The foundation stone for the two works on the Vaccine Depot Grounds here. It will have the potential to become a tourist attraction after the completion of the project. Tourists and visitors from worldwide will be able to experience and celebrate mankind pursuits of flight, spirit of invention, innovation and discovery. It will give an overview of the modern aviation industry, by inspiring young minds to take up a career in aviation and space.
The Gallery will have various zones with details of different sectors of aviation. They will be ancient history like the flight of birds, with interactive exhibits and LED panels, canvas prints and other mediums. Another zone will speak of the story of the myths, legends on the science of flying across civilizations and ancient Indian science of flight. There will be an interactive zone to give a simulated experience of flying like a bird and an airplane.
There will be a central aisle with suspended models showing the evolution of aircraft and models of Bats, White Stork, Leonardo Da Vinci’s Ornithopter, LZ – 127 Graf Zeppelin, Lilienthal Glider, Voisin 1907 Biplane, Wright Flyer 2, Cornu’s Helicopter, German Etrich Taube Monoplane, Messerschmitt Me 262, de Havilland Comet (DH Comet) and Concorde G-BOAB (Alpha Bravo).
A zone dedicated to hot air balloons, steerable airships and early attempts in designing powered flight like backpack gliders. There will also be models and replicas of actual objects, used flights, uniforms and tools. A section of aerial war, with aircraft technology with in-built weapons, development of radar systems and air combat tactics, and a detailed section on Indian Air Force. IAF history in the two World Wars, Hindustan Aircraft Limited and other agencies will be displayed.
There will be a section of working models and miniature models of planes, ambient lighting and signaling system. There will be a section to introduce commercial aircraft such as Boeing and sound barrier breakers. A section will be dedicated to state-of-the-art technology such as unmanned aircraft, solar-powered jets and drones and negative effects such as air congestion and pollution.
A miniature airport will be built to expose children to the facilities available in actual airports such as ATC tower, passenger terminal, runway, hangars, bridge, apron and others.
3.Development of Villages Depicting the Rural Culture of India:
Under the Belagavi Smart City initiative, this initiative has been proposed to showcase the rich cultural heritage and diversity of Indian Villages. This project is planned to be developed with an approximate cost of Rs 104.8 million.
4.Development of Heritage Park at Vaccine Depot Phase-3:
Under the Belagavi Smart City initiative, this initiative has been proposed to develop the heritage parks to preserve and showcase the city’s rich cultural heritage to enhance the park’s amenities.
5. CCTV based city surveillance, Traffic Violation, Monitoring & Parking Enforcement in Udyambag, Tilakwadi and Shahpur Police Station limits:
Under the Belagavi Smart City Initiative, a project has been launched to enhance city surviellence,Traffic Violation, Monitoring & Parking Enforcement in the Jurisdiction of Umyambag, Tilakwadi and Shahapur Police Station in Belagavi.
In several ways, Smart cities establishment can be regarded as the pioneers of urban development. Belagavi Smart City Limited has undoubtedly created iconic projects for the city of Belagavi, which has exceptionally improved the standard of living of the residences of the city.

The Belagavi Smart City team has received ‘United Nations-Smart Solutions and Inclusive Cities Awards 2022’ by Shri Hardeep Singh Puri Honourable Minister, MoHUA, Government of India in New Delhi.
The Belagavi Smart City team has received ‘Technology Sabha Excellence Awards‘ under the category of ‘Artificial Intelligence (AI) Award’.
The Belagavi Smart City team received ‘India Smart City Award Contest (ISAC 2022)’, Zonal Award for the Best Smart City in South Zone below the population of 10L. by the Honorable president of India Smt. Droupadi Murmu.
Belagavi has also received the Best City Governance Initiative Award Mahila Market
Belagavi has also received the Best Social Aspect Project Award Mahatma Phule Garden, Digital Library and Kids Zone.
Belagavi Smart City won three awards in the 7th Smart Urbanation 2022 by the Smart Cities Council of India at Mumbai under the categories of “Smart and Successful Inclusive City”, Award for Multi-Dimensional Inclusive Projects.”
